It's all that's left of an ancient race of space travellers (and by ancient I mean REALLY old, like, 10000000,00000000000000000 of years [I don't even know what number that is ] old). It was originally built as a form of ever-lasting energy for them, and was lost/stolen/thrown out by the cleaner by accident when they were travelling through space one day. Hence the fact that they died out through having no form of ever-lasting energy, and the All-Spark crash landed on Cybertron. After a while, being an ever-lasting form of energy, he would have got bored and started making stuff (Cybertron must have been made of metal I reckon, so that the cube dude would have something to work with.)

Actually, as a point of interest, one may wonder why all the things that are brought to life in the film (the Nokia, which incidently I thought was SOOOOO cute!), the drinks machine and the XBox etc, seemed to be evil.
That is not the case (don't I sound posh and like I know what I'm talking about!!! ). They all start off like human babies ~ with the ability to be good or bad. As with human babies they just come into the world kicking and screaming until they are conditioned to behave in a certain way ;D
Thank you, Bogwoppit. I am astounded. I can safely say that is more than I could ever have imagined knowing about the All Spark. Not to mention the whole babies thing.
So, also, how come Optimus Prime is so awesome?
